Prometric Case Study - Ohio Economic Development and Training

Thomson Prometric Partners to Help Ohio Implement Economic Development and Workforce Training Services

CLIENT:

The Ohio Board of Regents' Enterprise Ohio Program

The state of Ohio is experiencing a situation that has become more and more common in the United States. According to Ohio labor statistics*, computers and technology have replaced manufacturing as the fastest growing industries in the state. In addition, technology has slowed the demand for administrative support workers. This economic shift has created a gap between current workforce capabilities and the knowledge and skills in demand.

THE CHALLENGE:

Ohio officials recognized that the State would need to grow the skill base of its current and future workforce in order to attract and retain businesses from the technology industry and to increase the State's economic development opportunities.

"Ohio's success in the 21st century economy requires better informed decisions by companies and individuals about the knowledge they acquire and how they choose to apply it," said Michael Taggart, director of Workforce Development with the Ohio Board of Regents.

The Ohio Board of Regents, which has a direct, non-governing relationship with all of Ohio's colleges and universities, conducted extensive research. The results indicated that private and public employers across Ohio lacked access to affordable, comprehensive services for making effective recruitment, hiring, training and promotion decisions. In addition, individuals lacked access to services that would enable them to make their own guided job search, training and career management choices.

THE SOLUTION:

Motivated by this research, the Board of Regents contracted with Thomson Prometric, a part of The Thomson Corporation, to create a tailored solution. Ohio wanted to work with a group of businesses that would be capable of helping employers find, hire, train and promote people. They also had to develop a capable workforce by helping individuals assess their skills, train, find employment and successfully manage their own careers. Thomson Prometric assembled and led a consortium of internationally recognized service providers to deliver a comprehensive program for the State.

Thomson Prometric and its partner vendors – Chauncey Group International, Educational Testing Service (ETS), iLearning, Saba Software, and Saville and Holdsworth (SHL) – worked together to create a unique and complete solution that helps both employers and individuals make sound, assessment-based workforce development decisions.

The delivery network for this solution was already in place. The EnterpriseOhio Network, established in 1986, is a Statewide alliance with a mission to advance Ohio's economic growth by expanding the capability and use of Ohio's public colleges and universities as economic development resources. The network consists of 53 community colleges, technical colleges, and university branch campuses.

SkillsMAX Develops Workforce of the Future

The result of the collaboration is SkillsMAX, a breakthrough workforce development solution. SkillsMAX uses a robust, integrated technology solution to provide the latest in computer-based testing, online learning, and Web-based data management resources. This complete solution connects Ohio workers and employers through a single source of affordable services designed to maximize individual skill development and career success, along with employee selection, development and training.

"This initiative can be described as a sophisticated skills and economic development toolbox," said Michael Brannick, Thomson Prometric president and chief executive officer. "It gives individuals and employers alike the information and resources they need to achieve the best possible fit between skill levels, work preferences and job requirements. The ultimate outcomes are professional and personal fulfillment and maximum productivity."

The first SkillsMAX center opened in April 2002 on the campus of Lorain County Community College. In the six months since its launch, 10 SkillsMAX centers have been implemented across the state of Ohio. SkillsMAX has proven itself to be an affordable network of educational institutions and assessment experts providing job skills expertise to Ohioans in every community.
